Course Content : Execution of Work 1.4

This subclass covers construction work on roads, public thoroughfares, sewers, water mains, pipelines, rail structures, and tunnels.

It also includes construction work under Schedule II (subclasses 3.1, 4.1, 5.1, and 6.1) when it relates to a civil engineering structure within this category.

The Subclass 1.4 exam (Contractor – Roads and Mains) covers the following topics :

  • Key definitions and principles
  • Types of civil engineering structures authorized under Subclass 1.4
  • Legal, regulatory, and compliance frameworks
  • Project execution and development phases
  • Strength of materials and load transfer
  • Reading and interpreting blueprints and specifications
  • Cost estimating and bidding
  • Safety and risk management specific to road and water main work.

If you plan to obtain a general contractor licence but are not yet a guarantor in Administration, Project Management, and Safety Management, please note that this course alone is not enough. To apply for your licence, you must choose the training program that covers all 4 mandatory exams.

The training designed for contractors in subcategory 1.4 provides a deeper and more structured understanding of the operational realities associated with civil engineering works. Participants learn to identify the specific characteristics of roadwork and pipeline projects, including soil constraints, dynamic loads, climatic conditions, and interactions with existing infrastructure. Strong emphasis is placed on managing interfaces between different trades, a critical factor in ensuring efficient project execution and full compliance of completed structures.

The course also highlights essential quality‑control practices, such as material testing, verification of soil compaction, pipeline inspection, and the conformity of support structures. Contractors must be able to detect potential deficiencies, assess related risks, and implement corrective actions to safeguard the durability and safety of the infrastructure.

Another major component of the training focuses on coordination with municipal and provincial authorities, as well as public utilities. Roadwork and pipeline projects often require specific permits, traffic‑management plans, environmental protection measures, and continuous communication with stakeholders. Candidates learn how to prepare the required documentation, comply with signage and safety standards, and plan interventions in a way that minimizes disruptions to the public.

Ultimately, this training equips contractors in subcategory 1.4 with the advanced skills needed to manage complex civil engineering projects, maintain high safety standards, and deliver infrastructure that meets Québec’s rigorous regulatory and technical requirements.

The course also reinforces the contractor’s ability to evaluate site conditions and adapt work methods to the realities of civil engineering environments. Participants learn how soil composition, groundwater levels, traffic constraints, and environmental protection requirements influence planning and execution. The training further explores the importance of coordinating heavy machinery, managing excavation zones, and ensuring proper installation of underground infrastructure. By understanding these operational challenges, future guarantors develop the judgment needed to make informed decisions, anticipate risks, and maintain compliance throughout every phase of a project.
